In the light of the destroyer's manifest catastrophic failings, this 'builder's model' is likely to have pre-dated plans for the boat, acting as The definitive (poorly designed) reference for manufacture. First produced as a concept model, but thereafter there was immediate & immense pressure on shipyards to produce a navy in 1933 as a tool of Hitler's expansionist vision. This logic makes sense if one observes the basic failings of the design as evidenced graphically by the photo shown of the boats heeling in the absence of white water & the subsequent outcome of the battle of Narvic, before which many of their crew were lost overboard - on the way running out of fuel & ammunition before being scuttled or sunk. In this light; this very model, as an inanimate object, was directly to blame for these failings and for the abandonment of 'Operation Sea-Lion' - the plan to invade Britain. & thus the subsequent loss of the war.
